Can the Log Rescue see publication and subscription deletions
on SQL Server 2000?

Hello,

I sincerely doubt it. Log Rescue can only analyze the activity of one database. Setting up publishers and subscribers is probably going to change some data in your msdb and master databases, so I doubt that it could undo activities such as deleting a subscriber.
