Toolbelt Installer "hanging" while "scanning volumes"

After launching any Red Gate installer that displays the Toolbelt Installer splash screen, the installation may make it to the stage "Scanning Volumes" and stop.
Since Toolbelt Installer bootstrap is a .NET program, normal security settings prevent it from running over a network share. Copy the Toolbelt Installer executable to a local disk and then run it from the new location to solve the problem.
