Is there a way to disable the "include attachments" feature on the
externalbug.asp page? We'd like to open this up for public bug submission
but don't want folks to even think this anonymous upload is allowed.

Hi Scott,
There is no easy way to keep external users from submitting attachments.
The best suggestion I have is to edit externalbug.asp and comment out the
part that puts the option on the web page.
