unable to commit changes after revert in SVN

I did a revert to a previous revision after I committed of all changes in the database instead of the one change I wanted to commit (this of the default selection of all changes, but that's a different issue)
But now i am not able to commit my or any other changes anymore
The only thing i can do is get latest to undo all the changes and re-apply all changes to the database and commit them

Is this a expected behavior or a bug?
