We are currently evaluating SQL Source Control.

When I try to version data-only changes I get the following error message:

Are there any future plans to implement this feature?
Or workarounds? We need to be able to version data-only changes.

This is a known issue which a number of users have already mentioned. Would it possible for you to take a look at the SQL Source Control UserVoice forum? This forum is used by the development team to gather ideas and gauge interest in those ideas. Please either vote for an existing suggestion or post a new one.
