SQL error -1 on backup with 64-bit

When performing a backup, the following error message is displayed and the backup fails:

SQL error -1: SQL Network Interfaces: Error getting enabled protocols list from registry [xFFFFFFFF].

SQL Backup needs to access a 32-bit network client, since it is a 32-bit application. If no 32-bit network clients are available, the backup will fail.

On the affected SQL Server, open the Client Configuration tool in the SQL Server 2005 or SQL Server 2008 program group. There should be a container in the window called "SQL Native Client Configuration (32bit)". Ensure that one or more protocols inside this group are in the "enabled" state.
