UnauthorizedAccessException happening during copy back to Exchange

When copying messages back to Exchange, the following error can occur:
System.UnauthorizedAccessException: Attempt to retrieve mail from unauthorized user.

This can happen because an ESA placeholder message had been copied to another user's mailbox which also contains archived messages. Since the placeholder contains information about the original mailbox, access can fail because the rights are checked against the destination Exchange mailbox.

This does not happen if messages are forwarded normally from user to user, but if the message is dragged and dropped into another mailbox, the placeholder is directly copied directly to another mailbox, causing the problem.

The only way to fix the problem is to locate the message using Outlook Advanced Search in the mailbox and deleting the placeholder. The Archive Service logs should contain the subject and mailbox that caused the problem; you can use this information to locate the offending message.
