ESA Version 3.0 showing error in Admin Console: Method not found 'Boolean System.Threading.WaitHandle.WaitOne (Int32)'

After installing version 3.0 of Exchange Server Archiver, it is seen that the Outlook Add-in isn't working even though it is installed correctly. In addition, the Admin Console will display the following error from the UAAS:
GetHeaders
Method not found: 'Boolean System.Threading.WaitHandle.WaitOne (Int32)'
This error will occur if Service Pack 2 for the .NET Framework 2.0 or Service Pack 1 for the .NET Framework 3.5 is not installed. The service packs can be obtained from Microsoft using the following URLs:
